A Merseyside volunteer with the Scout Association, Richard Twemlow, has been appointed a Member of the Order of the British Empire (MBE) in the Queen’s Birthday Honours for his services to young people in the Scout Movement.
Richard who is from West Kirkby on the Wirral, has volunteered with the Scout Movement since 1958 in a variety of roles at both a local and County level and is currently President for West Wirral District Scouts.
During his time as a volunteer, Richard’s proudest achievement is that he was instrumental in the setting up the Wirral Scout & Guide Charity Christmas Post in 1981. Over the years, the Christmas post service has delivered over 19 million Christmas cards across the Wirral. It has raised money for local scout groups taking part but it has also raised over £650,000 for local charities. Over 220 local charities have been supported through the scheme supporting a whole range of causes including youth, disability, elderly, environmental and health. Each year 20 charities are supported and in 2016 this included Clatterbridge Hospital League of Friends, Wirral Community Narrowboat Trust and Wallasey Sea Cadets.
Richard was responsible for starting the Scheme in 1981 when the then Postmaster General announced a relaxation in the Post Office Monopoly to permit charities to deliver Christmas Cards and make a charge: with the first deliveries in 1982.  He is still the Chairman of the Scheme today and although it started initially in West Wirral District, it has grown to encompass the whole of the Wirral.  It now delivers roughly half a million cards each year. This is a very popular service across the Wirral as local residents know it is a reliable service but also raises money for local charities at the same time.
Upon achieving the award, Richard said: “It's a massive privilege to accept this award on behalf of all the fantastic volunteers who have been a part of the Wirral post over the years. The scheme really shows how Scouting can have a positive impact in its community and I am very proud of what the scheme has achieved.”
He added “For me, Scouting provides young people with amazing opportunities to challenge themselves whilst having fun. We teach our young people skills for life and the Christmas Post scheme is a great way for them to learn about the benefits of community action.”
Bear Grylls, the Scout Association’s current Chief Scout, said: “Many congratulations to Richard who has been honoured by the Queen in her Birthday honours list.  His selfless efforts have influenced the lives of so many young people, helping them develop skills for life. I admire you all so much.”
